EU Chat Control (Article 45) — Proposal for Mass Scanning of Private Messages Advances

The EU's proposed "Chat Control" regulation (formally, amendments to the Child Sexual Abuse Regulation) advanced through committee, proposing mandatory client-side scanning of all private encrypted messages to detect CSAM. Cryptographers, privacy organisations, and digital rights groups warned the proposal was technically equivalent to abolishing end-to-end encryption — creating mass surveillance infrastructure. Multiple member states opposed it; the proposal was paused in June 2024 after failing to secure a majority, but was not withdrawn and continued to circulate in revised forms.
