EU Issues First-Ever DSA Fine — Against X

The European Commission issued the first fine under the Digital Services Act in December 2025, targeting X (formerly Twitter). According to a February 2026 report by the US House Judiciary Committee — based on nonpublic documents — the DSA fine follows a decade-long effort beginning in 2015–2016 by the Commission to pressure platforms into censoring lawful political speech through informal forums, codes of practice, and ultimately binding law. The Committee's report alleges the Commission used disinformation frameworks to suppress political speech rather than merely illegal content.
