Ireland Passes Online Safety & Media Regulation Act — Creates EU's De Facto Global Regulator
Ireland passed the Online Safety and Media Regulation (OSMR) Act 2022, creating Coimisiún na Meán (the Media Commission) and the Online Safety Commissioner role. Because most major US tech platforms — Meta, Google, TikTok, Apple — have European headquarters in Ireland, the Irish regulator became the designated Digital Services Coordinator for the EU's DSA, giving it primary jurisdiction over content moderation decisions affecting hundreds of millions of users globally. Critics noted that a single national regulator in a country of 5 million people effectively became a global content moderation authority.
