UK Ofcom Publishes Online Safety Act Codes of Practice — Platform Liability for User Speech
Ofcom published its first Codes of Practice under the Online Safety Act, setting out in detail the measures platforms must take to manage "illegal content" risk assessments and implement safety systems. The Codes place specific obligations on platforms regarding detection, reporting, and removal of content — creating mandatory infrastructure for content surveillance. Platforms that do not comply risk fines of up to 10% of global revenue. Critics warned the Codes' prescriptive requirements would cause platforms to implement automated content scanning as the only economically viable compliance approach.
